Welcome to the Office of Civil Rights (OCR)
The Office of Civil Rights (OCR) implements programs and services for Caltrain and SamTrans in the areas of Small and Small Disadvantaged Business Enterprise (SBE and DBE) Programs, Title VI, Labor Compliance and Equal Employment Opportunity (EEO). OCR is located at the San Mateo County Transit District Office in San Carlos.
Small and Small Disadvantaged Business Enterprise
Caltrain and SamTrans are committed to the participation of SBE and DBE in contracting opportunities. DBEs include small minority and women businesses. It is the policy of Caltrain and SamTrans to ensure nondiscrimination on the basis of race, color, sex or national origin in the award and administration of contracts. It is the intention of Caltrain and SamTrans to create a level playing field on which SBEs and DBEs can compete fairly for contracts and subcontracts relating to construction, procurement and professional services.
